CHAPTER 1 - HOUSING LIST AND RENTAL CONDITIONS

Study and Membership Requirements
1.1
A housing applicant or tenant of AF Bostäder must be an active university or college student and a member of the Academic Society Akademiska Föreningen.

1.2 An active student is a housing applicant or tenant who is able to prove study results from Lund university, or from a course or programme affiliated to Lund University given at another place of study, amounting to at least 15 study points per semester. Doctoral students must be able to prove, in an analogous manner, an activity level of at least 50 per cent per semester.

A tenant who has reached a total of at least 45 study points at Lund university can then fulfil the required study results at another university or college within the recruitment area of the Academic Society, which is currently all universities and colleges within Öresund university.

Temporary and at least half time employment within the Academic Society or its parent body is regarded as equivalent to active studies.

1.3 The membership requirement is laid down by the Academic Society and is met by anyone who has paid the membership fee of any one of the following Lund student nations: Östgöta nation, Västgöta nation, Lunds nation, Malmö nation, Helsingkrona nation, Sydskånska nationen, Kristianstad nation, Blekingska nationen, Göteborgs nation, Hallands nation, Kalmar nation and Wermlands nation. Complete up-to-date information about the membership requirement is provided by the Lund Academic Society.

1.4 If the study and membership requirements are not met (AF Bostäder checks this on an ongoing basis), a housing applicant forfeits his or her place on the list. A tenant may on the same grounds forfeit his or her tenancy contract.

Exemption from the Study and Membership Requirements
1.5

A general exemption from the study and membership requirements may be granted, for whole semesters, to an individual applicant for a planned interruption of studies, provided that the applicant both before and after the exemption meet the study and membership requirements. The applicant's intention must be to meet the study and membership requirements again without delay after the interruption of studies.

A general exemption may be granted for a maximum of:

two (2) full semesters for military national service and
two (2) full semesters per child for parental leave and
two (2) full semesters for studies at another university or college or for verified practice that gives study points and one (1) semester on other grounds.

1.6 A medical exemption may be granted, on submission of an application, to an individual applicant for a maximum of four (4) semesters in the case of documented long-term illness with complete loss of studying ability. The submission must be accompanied by a doctor’s certificate that states the degree of loss of studying ability and a prediction for a return to active studies.

1.7 A housing applicant cannot gain a better list position during the time for which an exemption has been granted. The applicant can however make an application for a new tenancy during the period of exemption. The period of tenancy can start at the earliest one month before the end of the period of exemption.

1.8 The application for an exemption is submitted to AF Bostäder on www.afb.se and must always contain information about the full semester(s) for which an exemption is sought and the grounds invoked as well as documentation supporting these grounds. A complete "LADOK extract" (transcript of studies) must always be provided with the application.

Residence Limit
1.9 Besides the study and membership requirements, the duration of the period of residence is affected by the "residence limit" of the tenancy contract. The residence limit is individual and comes into effect after a total of six (6) years of residence.

When the residence limit comes into effect, the tenant must move out of the premises.

The period during which an exemption from the study and membership requirements has been exercised is included in the period of residence.

1.10 Six (6) months before activation of the residence limit, any list date is lost. A new list date cannot be allocated.

Age limit

1.11 A housing applicant shall when signing for a tenancy in a corridor apartment have reached an age of not more than 35 years.

CHAPTER 2 - SPECIAL LIST CONDITIONS FOR NEW STUDENTS

2.1 Housing applicants who have been accepted as students at Lund University for the first time, "new students" [novischer], but who have not yet begun their studies, are not subject to the study and membership requirements.

2.2 A new student whose residential address, as recorded in the population register, during a period of at least twelve calendar months immediately prior to the beginning of studies is located beyond commuting distance is entitled to apply for "new student housing" with residence being taken up in conjunction with the start of the semester.

2.3 All residential localities in the Skåne and greater Copenhagen region are considered to be within commuting distance.

CHAPTER 3 - SPECIAL RULES FOR RENTAL

Introduction
3.1 The rental of student housing by AF Bostäder to housing applicants is carried out by way of the Internet website of AF Bostäder, afb.se.

Housing Applications
3.2 The application for student housing is submitted by the applicant on website afb.se. For an application to be valid, the applicant must meet the study and membership requirements. Special information about new student is given in Chapter 2.

3.3 The time of submitting a valid housing application is the list date of the housing applicant. A list date is personal and cannot be transferred to another person.

3.4 For the purposes of proving his or her housing need, the applicant must update, without being instructed to do so, his or her housing application on website afb.se, no later than in October for each autumn semester and no later than in March for each spring semester.

3.5 Each housing applicant is responsible for ensuring that the information contained in his or her housing application is correct at all times.

If a housing applicant fails to update his or her housing application, if an update is declared invalid, if a housing applicant provides incorrect information or if a housing applicant fails to modify information relating to a change in conditions which were part of the basis on which the housing application was found to be valid, his or her list date is forfeited. In addition, housing rented at a later time may be forfeited. A lost list date cannot be reallocated. AF Bostäder regularly checks the information provided.

Booking of Housing
3.6 As housing becomes vacant, it is advertised on the website afb.se and can be booked by any housing applicant during the "booking period".

3.7 There is a limit to the number of simultaneously active bookings allowed per housing applicant.

3.8 Each booking is binding on the housing applicant. If a housing applicant cancels a booking after the end of the booking period, he or she forfeits his or her list date.

Allocation of Housing
3.9
Allocation of housing is made after the end of the booking period, on the basis of the housing applicant's list date as well as such exemptions and such priority access which have been granted.

3.10 The list date is forfeited in connection with the signing of a tenancy contract.

Priority Access
3.11 An individual housing applicant may, in exceptional cases and on a single occasion only, be granted priority access to unspecified housing on submission of an application for priority access to AF Bostäder.

The application together with the certificates attached to it must prove the existence of grounds making priority access a necessary prerequisite for the pursuit of active studies at Lund University.

Families with children living at AF Bostäder or outside commuting distance prove this by submitting an extract from the population register or equivalent translated to Swedish or English containing information about both the parents and their children living with them.

The examination by AF Bostäder of applications under the first paragraph is very restrictive. Lack of housing in itself is never sufficient grounds for priority access.

CHAPTER 4 - SPECIAL RULES FOR HOUSING

Rental Conditions
4.1 The housing conditions applying during the rental period are described in the tenancy contract.

Sub-letting
4.2 A tenant who has been granted an exemption under Chapter 1 may apply to AF Bostäder for permission to sub-let to another person who meets the study and membership requirements. Such permission may be granted for the period during which the applicant will be resident beyond commuting distance.

Transfer of Tenancy Contract
4.3
AF Bostäder may, on submission of an application and after the customary examination, grant a tenant the right to transfer a tenancy contract to another person, provided that such person meets the study and membership requirements at the time of application and that such person has been recorded in the population register as resident together with the tenant at the tenancy address for at least two (2) years. The new tenant forfeits his or her place on the list.

TRANSITIONAL RULES

1. These rules come into force on 1 January 2010.
2. The conditions for each housing applicant during their list time is governed from 1st January 2010 by these rules.
